【Background and Evolution】
Since 2005, the Republic of China (Taiwan) has actively promoted Gender Mainstreaming as a global strategy to achieve substantive gender equality, following the principles of the 1995 Beijing Declaration. Gender mainstreaming is both a strategy and a value, ensuring that all government plans and laws integrate a gender perspective and analyze potential impacts on all genders before decision-making.
To implement this policy, the Executive Yuan initially launched three phases of the "Gender Mainstreaming Implementation Plan" (from 2005 to 2017). Starting in 2019, the focus shifted toward "Major Gender Equality Issues (Cabinet-level Issues)" to better align with the Gender Equality Policy Guidelines and focus on key societal challenges. These issues are integrated into the specific action plans of various ministries and monitored through a three-tier committee mechanism to ensure effective implementation.
【Major Issues for 2026–2029】
For the 2026–2029 cycle, the Executive Yuan has identified five major issues that integrate international standards—such as the UN Sustainable Development Goals (SDGs) and CEDAW.
1.Promoting Gender Equality in Decision-making Participation in Public and Private Sectors.
2.Establishing Gender-friendly Workplaces and Enhancing Women's Economic Power.
3.Eliminating Gender Stereotypes, Prejudice, and Discrimination.
4.Promoting Gender Equality in Health and Care Work.
5.Creating Environments, Spaces, and Technological Innovation with a Gender Perspective.
【Implementation and Monitoring】
Relevant agencies are required to set challenging, outcome-oriented performance indicators and target values for these issues. The Department of Gender Equality oversees the progress, ensuring that government resources are allocated fairly to achieve true gender justice and sustainable national development.
