On May 24, 2017, the Justices of the Constitutional Court issued Interpretation Shi-Zi No. 748, indicating that the current provisions of the Civil Code do not allow two people of the same sex to create a permanent union of an intimate and exclusive nature for the purpose of living a common life. In response to this legislative flaw of such under inclusiveness, it was deemed that the relevant authorities should amend or enact the law as appropriate within two years.
